The Power of Partnerships: Strategies for Making More Impactful Grants

Dara Muldoon manages and oversees grants at Cape Fear Community College, where she works with faculty, staff, and community partners to identify needs and secure funding that strengthens college programs, services and scholarship opportunities. Her work spans from workforce development and student success initiatives to academic enrichment and community partnerships, helping to expand opportunities for students and advance the college's mission. Prior to this role, Dara served as Project Director for the college's Title III grant, where she oversaw implementation and compliance of a multi-year federal award. With a strong background in grant development and resource management, she is passionate about creating opportunities that support both students and the broader community.

David Howell is the Executive Director of the CFCC Foundation. He joined the Foundation team in March of 2025.

David previously served in multiple leadership roles with the American Red Cross, including Senior Regional Philanthropy Officer, Chief Development Officer, Advanced Fundraiser Training Lead, and National Program Manager in Disaster Fundraising. As the Southeastern U.S. Division's sole representative on the National Foundation Advisory Council, he played a key role in shaping best practices in philanthropy and financial growth across the organization.

A lifelong North Carolinian and Wilmington resident since 2004, David has remained deeply connected to the state's colleges and universities as both an educator and advocate. Passionate about community service, he has served on numerous nonprofit boards. He is currently President of the Association of Fundraising Professionals of the Cape Fear, a volunteer-led organization dedicated to strengthening local nonprofits and their impact.
